The Scale tool resizes a body by a factor, and unlike editing a dimension it acts on the finished geometry rather than on the sketch that produced it.

That distinction decides when to use it. If the model is driven by parameters, changing the parameter is almost always better, because the design intent and the constraints survive. Scale is for the cases where you need the whole shape bigger or smaller and you do not care about the underlying dimensions.

The classic use in CFD work is unit conversion: geometry imported in millimetres that the solver expects in metres. Scaling it once in the CAD stage is more reliable than remembering to convert later, when a factor of a thousand would pass unnoticed in the results.
